The Madera City Council on March 4 voted unanimously to reallocate $256,050.21 in federal CDBG‑CV funds to construct a basketball court at Rotary Gateway Park.
Grants manager Marcela Zuniga told the council the city was awarded $938,981 in CDBG‑CV funding in response to the COVID‑19 emergency and that subrecipients had difficulty spending the remaining balance after the federal emergency ended. "If council approves the reallocation of these monies, staff is proposing the funding be used to construct a basketball court at Rotary Gateway Park," Zuniga said, and noted unspent funds must be returned to the U.S. Department of Housing and Urban Development if not spent by September 2026.
Zuniga said staff issued notices to subrecipients, held meetings with HUD technical assistance representatives, and terminated subrecipient agreements where necessary to meet HUD's expenditure deadlines. She told the council no public comments were received during the five‑day notice period and at a February block grant commission meeting.
Councilmember Mejia praised staff diligence in pursuing expenditure options and identifying a community need, saying the reallocation would prevent the city from losing federal funds. After the public hearing was closed with no in‑chamber or online commenters, the council approved a resolution to reassign the $256,050.21 balance to the park project.
Council documents provided at the hearing list the remaining balances by former subrecipient and state the funds will be used only for a CDBG‑CV eligible capital improvement that benefits low‑to‑moderate‑income residents. The staff report that accompanied the recommendation indicates the reallocated project will be funded entirely from existing CDBG balances in the adopted 2025–26 city budget.
Next steps: staff will amend the CDBG annual action plan and proceed with project planning and procurement so the funds can be expended before HUD's September 2026 deadline.
