The Madera City Council used the opening of its March 4 meeting to recognize long‑time public servants and volunteers.
The council presented a retirement proclamation to Fire Apparatus Engineer Scott ("Scotty") Farrell, whose career staff recounted as beginning in 1979 and continuing through service with the city and under a CAL FIRE contract. Battalion Chief Anthony Garcia described Farrell as "a cornerstone of the city of Madera" and highlighted a record of mentorship and operational leadership. Farrell thanked the mayor, council, chiefs and his family.
The council also proclaimed March as Women’s History Month and named Patty Manfredi as the recipient of the city's recognition. The mayor summarized Manfredi’s civic leadership—fundraising and direction for the local Ronald McDonald House, service on county boards, and work with youth programs—and Manfredi addressed the council, described decades of volunteer projects and introduced family members and longtime collaborators.
Mayor Pro Tem Tim Zachariah presented a proclamation recognizing the American Red Cross Month and invited local Red Cross volunteers forward. A Red Cross representative thanked the council and emphasized volunteer contributions to disaster response and community preparedness; Arturo Martinez from Senator Anna Caballero’s office presented a certificate on the senator’s behalf.
These items were ceremonial; no council actions beyond presentation were required.
