Emergency sludge removal: Due to an unusually wet spring that prevented Biotech from completing sludge removal, staff proposed a temporary agreement with Waste Management Dolphin Services to remove sludge at the wastewater treatment plant. Staff warned that without action the city risked spilling untreated waste into the Clinton River, violating its MPDES permit and an administrative consent order issued by the DMDEQ, which could lead to costly fines. The commission approved the agreement subject to final city-attorney review; commissioners thanked utility staff for raising the issue.
