The Mount Clemens City Commission approved purchases and payments that included requests to extend unit pricing for concrete services and a sidewalk repair program, and it authorized payment for an emergency repair to the ice-arena subsoil snow-melt system.
A commissioner questioned why the contract extensions were included under the "purchases and payments" section rather than presented as separate contract agenda items. City staff explained the items are unit-priced bids that establish pricing by patch size and other variables and said the request was to extend 2017 pricing rather than execute a single-scope contract. Packet figures cited during discussion included a $161,000 item for concrete services and a $123.09 line that the packet listed under sidewalk repair (as presented in the agenda packet).
Commissioners also discussed an emergency repair at the ice arena: staff said the arena's warm-floor system prevents frost from heaving the concrete, that the arena recommended a contractor familiar with the specialized work, and that the vendor list for this type of work is limited. Staff told the commission funds were available for the emergency repair but said it was not previously budgeted.
The commission moved, seconded and approved the purchases/payments item and the emergency repair by roll-call vote.
Commissioners asked staff to clarify procurement categorizations in future packets.
