The O'Fallon Planning & Zoning Commission on March 5 approved a rezoning and preliminary plat for Phoenix at Wing Haven, a proposed 30‑lot single‑family subdivision on 8100 Phoenix Parkway.
Jeffrey Schreier of Lombardo Homes presented the plan, which calls for 30 homes on lots averaging just under 12,000 square feet and a 2.7‑acre park dedication. Schreier said the property has long been vacant and difficult to market for high‑tech corridor uses and that the development proposes to preserve tree stands and limit grading where possible. He told commissioners the project will include a walking‑path connection and a small parking lot for the park.
Public advocate Arnie C. Dienoff opposed additional residential rezoning in the high‑tech corridor, saying the city is already "top heavy residential" and asked for a financial analysis and five years of park maintenance funding. Commissioners asked the applicant to coordinate will‑serve letters with the school district and other service providers because Liberty High School is operating above 100% capacity.
Commissioners also discussed retaining walls and site topography; Schreier said final engineering will determine precise wall heights but projected around 15–20 feet in some locations. The commission moved and approved rezoning to R‑1 and the preliminary plat in separate motions; both motions passed.
