Commission approves retaining wall at 4851 Neal Avenue subject to material/cap details

The Victorian Village Commission approved an application to replace an existing retaining wall at 4851 Neal Avenue, subject to a subcommittee review of the wall cap and finish details and retention of existing landscaping where feasible.

HPO staff noted discrepancies in renderings showing different wall heights and asked for scaled drawings that reflect the proposed material; staff recommended approval as long as the new wall does not exceed 15 inches in height as previously approved and that landscaping be retained. Applicant Jesse Bianconi provided photos showing proposed alignment and said a cap detail could be supplied later.

Commissioners asked about the finished relationship between the top of the wall and the adjacent steps and noted the analysis must consider how any future fence height would be measured from the sidewalk. A motion to approve the application with subcommittee review of cap/finish details and any planting changes passed by voice vote.

Next steps: applicant to submit cap material and finish details to HPO for subcommittee review; staff to confirm final dimensions and the relationship of the wall elevation to the sidewalk.
