Utah committee backs resolution urging transfer of small federal parcels for housing

"We have in our state a difficulty with housing affordability," Ward said, arguing the resolution targets "the tiniest amounts of land" and aims to be narrowly limited to parcels directly adjacent to existing infrastructure.

The sponsor said the resolution is a nonbinding statement intended to assist the state's federal delegation when negotiating with Congress and federal agencies. Ward told senators the language was written to make clear the intent not to expand development into remote or environmentally sensitive areas: "There's not any larger tricky meaning. It's just one of several things that we tried to do in here." Senator Quan pressed for clarity on the phrase about avoiding expansion into sensitive areas; Ward said the provision was included precisely to avoid such outcomes.

Committee members discussed implementation mechanisms and who would decide how transferred land would be used. Ward said those details would be worked out at the federal level and through local governments if transfers occurred, with municipalities likely responsible for infrastructure and deed restrictions. Senator Johnson said he supported the approach while noting the resolution intentionally avoided specifying federal implementation details.

Senator Johnson moved the favorable recommendation. The committee voted unanimously to pass HCR 14 out with a favorable recommendation to the full Senate.

The resolution is a statement of legislative preference to support targeted federal transfers of small parcels adjacent to municipalities for potential housing uses; it does not change state law or itself enact a transfer. The next procedural step is consideration by the full Senate.
