Morrow County commissioners voted to accept a bid from Mid Ohio Landworks LLC for stormwater improvements on South Marion Street and approved a related agreement, and they voted to appoint Tim Abraham to the Region 18 opioid board during a March 18, 2024 session.
The measures moved quickly through the board’s agenda. "I'll make the motion to accept the bid from Mid Ohio Landworks LLC," Commissioner Siegfried said when introducing the stormwater bid acceptance; another commissioner seconded the motion and the board approved the contract in a roll-call vote with all present voting yes.
Why it matters: the project is funded through a Community Development Block Grant (CDBG) allocation, and the agreement authorizes the county to proceed with Mid Ohio Landworks LLC on construction and permits the chairman to sign the project documents. Approval of a contractor and a formal agreement are required steps before the county can draw CDBG funds and begin work on the stormwater improvements.
In addition to the contract approval, the board approved the appointment of Tim Abraham to represent the county on Region 18’s opioid board. "So a motion to approve the appointment of Tim Abraham to the Region 18 opioid board for Morrow County," Commissioner Siegfried said; the motion was seconded and approved by roll call with all present voting yes.
Other routine business included motions to appropriate certified moneys and transfer funds into the county recycling fund; the board approved a list of 94 bills after removing one janitorial invoice of $97 from the list. The board also approved a training request from Brett Russell, director of planning and zoning, authorizing zoning clerk Shelley Sparks to attend a floodplain course May 7–10 in Brooklyn, Ohio; the course fee was stated as no cost, and the board approved lodging, meals and mileage as expenses.
What the board recorded: several administrative appointments and reappointments were approved or tabled for later consideration. For one set of Region 18 nominations, the board amended earlier action to include Tim Abraham and table two other nominees for later review. No votes against or abstentions were recorded on the main contract or appointment items; roll-call results show all present voting yes.
Next steps: with the agreement signed, county staff can proceed with contract administration and CDBG drawdown procedures; the Region 18 board will next incorporate Mr. Abraham per the appointment process. The commission adjourned after completing its agenda.
