The Rio Rancho Planning and Zoning Board on the record approved an extension for the amended Rainbow preliminary plat to allow additional time for construction and infrastructure work in Phase 3.
Brian Babiak, planning and zoning manager for the city, told the board the preliminary plat was originally approved on 04/13/2021 and had received previous extensions; staff recommended approval with findings and conditions to allow relocation of a planned drainage pond from Tract A (west of Hondo Road) to Tract H inside the subdivision and to revise Phase 3 lot widths from 45 feet to 40 feet to accommodate drainage improvements. Babiak said the Phase 3 area will be about 10 acres and include 61 lots zoned R-4 single-family residential.
The applicant, Kevin Patton, affirmed the request under oath and said sales “have been going really well,” adding the developer expects to submit the final plat for recording “within the next 60 to 90 days.” Patton told the board this would be the project’s last extension request.
No members of the public spoke for or against the extension at the hearing. After a brief period for questions, a board member moved to approve the preliminary-plat extension; the motion was seconded and the board approved the extension by roll call.
The board’s approval allows the developer time to complete construction and record the final plat subject to the findings and conditions in staff’s recommendation. Next procedural steps are recordation of the final plat and any permit work required to complete infrastructure improvements.
