Board clarifies Agricultural Economic Development Advisory Board bylaws, allows ag‑business operators to serve

The Bedford County Board of Supervisors on April 25 adopted amendments to the bylaws of the Agricultural Economic Development Advisory Board to clarify member eligibility and permit ad hoc committees.

Economic development director Pam Bailey told the board the ag board asked staff to refine language so appointees clearly must be Bedford County residents who either live in a district or operate an ag‑related business there. She also said the change would allow the ag board to form ad hoc committees and clarify how those committees are published and subject to FOIA.

After discussion about wording (own vs. operate vs. lease), supervisors agreed to amend the language so members “must reside or operate an ag‑defined business in a particular district.” The motion passed on a roll call vote, 7–0.

Board members debated whether operating an agricultural business was the right standard and noted the county’s past practice of appointing either residents or those with substantial agricultural operations. The adopted amendment formalizes that past practice and allows staff and the ag board to form committees as needed for topics such as solar or other sector issues.

The board’s action updates internal advisory governance; no external statutory change was proposed.
