Amy Rowe, the county's community coordinator, presented her first quarterly report on projects and programs supported by the county's ARPA match. Rowe said the roughly $1 million match has supported about 15 initiatives aimed at strengthening the local economy and building capacity in small towns.
Rowe highlighted the Chinworth Bridge Trail Project, noting that a "100%" completion indicator on the report reflects completion of currently known stages but does not mean construction is finished; design and construction phases remain pending. She also called out We Lead Kosciusko, an initiative to engage and educate the next generation of local leaders; Rowe said that program recently obtained business entity status through the state of Indiana and will operate under KLA as a separate entity.
Rowe said much of her work is helping existing local organizations navigate grants and partners rather than creating county-run programs. She told commissioners she is tracking partners, fiscal sponsors and quarterly progress and will return with updates in August. Commissioners thanked Rowe for the report and noted the visible return on the county's investment.
