Staff explained that SB1006 would increase the minimum amount at which an in‑state individual’s contribution must be reported for campaign finance purposes from $100 to $200 and would require committees to include the aggregate amount of in‑state contributions that do not exceed that threshold for the election cycle. Representative Collin suggested building an inflation‑adjustment clause into bills to avoid repeated manual changes. "You could just chain it to the consumer price index and have it adjust automatically," Collin said, while voting to support the bill.
The bill sponsor was not present. After brief discussion, the clerk called the roll. Representative Garcia, Representative Hernandez and Representative Marquez recorded no votes; Representatives Collin, Powell, Vice Chair Kessel and Chairman Gillette voted aye, producing a 4–3 tally and a due‑pass recommendation for SB1006.
The committee did not receive public testimony on this measure; staff said they were available to answer member questions. The bill will proceed to the next floor step according to legislative procedure.
