The Levy County Board of County Commissioners voted to amend a consolidated solid-waste management grant and heard staff requests to replace aging fleet vehicles, prompting discussion about procurement and local-bid opportunities.
Travis Newsome, addressing the board, said leftover grant funds needed to be restored to the county’s consolidated solid waste management grant (CW 020). "...with an increase of the budget of $2,776.96 for a total amount of $96,526.96," Newsome said. Brock Meeks moved to approve the grant amendment, Desiree Mills seconded, and the board approved the increase by voice vote.
Newsome also outlined a proposed purchase of a 2026 Ford F-150 crew cab from Newmont Ford under the Florida Sheriffs Association light vehicle contract (FSA 25B) at a cost of $48,066 to replace a 2002 service truck the department said has roughly 295,000 miles. He described a plan to rotate trucks so one of the recently purchased vehicles would become the service truck.
Why it matters: The grant amendment restores leftover grant funding to an existing solid-waste program and the vehicle purchase is part of routine fleet maintenance; however, several commissioners used the vehicle discussion to press for procurement revisions so local vendors have the opportunity to compete rather than automatically using cooperative contracts.
Board action: The grant amendment motion (moved by Brock Meeks, seconded by Desiree Mills) passed. The vehicle purchase request was presented and discussed; staff said the Sheriff's Association contract allows the county to buy without issuing a new bid, while commissioners asked attorneys to examine options that could allow more local participation. No final procurement rule change or final vehicle-purchase vote was recorded at this meeting.
Next steps: Staff and attorneys will review procurement options and return with recommendations; the grant amendment is effective as approved at the meeting.
