Escondido expands rental-subsidy program, council boosts per-household aid to $500

City staff proposed expanding the HOME tenant-based rental assistance program and reallocating expiring HOME funds to increase the number of households served and the per-household subsidy.

Danielle Lopez, housing and neighborhood services manager, said staff recommended reallocating HOME funds to raise the rental-subsidy program from a $72,000 allocation to $388,000, enabling the program to grow from 30 to roughly 80 households and to use a tiered subsidy tied to area median income: the lower the AMI, the larger the subsidy. Under staff’s earlier framing a household at 30% AMI would receive the full $400 while those at higher AMI tiers would receive less.

Public commenters urged larger subsidies than staff proposed; speakers pointed out that, at very low incomes, a $400 monthly subsidy may be insufficient to bridge rent gaps. Council members and staff discussed tradeoffs between serving more households and providing larger per-household subsidies; Mayor White moved to raise the subsidy to $500 per household per month. The motion was seconded and passed unanimously (5–0). Staff will implement the amended program with the updated subsidy amounts and will report back on program outcomes and enrollment processes.

Staff also noted the time-limited nature of some HOME funds and the importance of matching program design to HUD spending deadlines; staff will manage the outreach and intake process to meet federal requirements.
