He summarized a draft proposal that would "drop that threshold to $200,000 per year," exempt emergency rules from regulatory impact analysis and streamline the management council's role in deciding which rules require analysis.
Larson noted the earlier version (House Bill 106) failed introduction and encouraged staff and the Legislative Service Office to revisit the topic as an interim project. "If we were to take this up as an interim topic, I think those would be good starting points," Matt said, urging the committee to consider whether the threshold and duplication for emergency rules should be adjusted.
