The Joint Standing Committee on the Judiciary voted 9–0 to recommend that the Senate confirm Sean Osepka of Belfast as a justice of the Maine Superior Court.
Jerry Reed, counsel to the governor, described Osepka's service on the District Court since 2022, his experience presiding in Penobscot trials and his work as chair of the Family Rules Advisory Committee. Don Pelletier of the Judicial Nominations Advisory Committee and professional groups including the Maine State Bar Association and the Maine Trial Lawyers Association testified in support.
In his remarks Osepka said his judicial work has focused on fairness and access to justice across family, juvenile and criminal dockets; he told the committee a draft set of family division procedural rules was recently submitted to the Supreme Judicial Court for review. Senator Rachel Talbot Ross asked about Osepka's written answer on mandatory sentencing and its disparate impact; Osepka said mandatory minimum sentences remove judicial discretion and cited a mandatory $300 fine for misdemeanor assault as an example of a statutory rule that can produce arbitrary results.
The public record for the hearing shows no testimony in opposition; the committee closed the public hearing and, after following the statutory timing rules, called the roll and recorded nine affirmative votes and five absences. The committee will transmit its recommendation to the President of the Senate for consideration by the full Senate.
