The House Business, Labor and Commerce Standing Committee voted to give a favorable recommendation to SB 313, a recidivism technical cleanup bill. Senator McHale described the measure as a straightforward cleanup that moves APMP under UDC and "creates a better definition for average daily population," and said he was not aware of opposition.
Committee member Representative Burton said she supported the bill and specifically praised the clarified recidivism language on lines 55–57, calling the definition "a good solid definition" and endorsing the bill's direction. Representative Dunnigan moved the favorable recommendation and the committee approved the motion by voice vote.
The bill will proceed in the legislative process with a favorable committee recommendation. There were no public witnesses who spoke against the measure during the committee's public-comment opportunity.
