Planning commission approves conditional use permit to transfer off‑sale alcohol license at 1422 San Andreas

The Santa Barbara City Planning Commission on March 5 approved a conditional use permit for 1422 San Andreas Street to allow transfer of an ABC Type 21 license for off‑site alcohol sales, following a staff presentation and brief questioning.

Associate planner Pilar Plummer told the commission the application seeks only an ABC license transfer; no exterior changes are proposed. Plummer said the applicant has voluntarily limited proposed sales to beer and wine and that staff evaluated operations, neighborhood compatibility and public‑safety data; she recommended approval of the CUP and an environmental exemption for minor‑alteration licensing under the agency's exemption guidelines.

Vice Chair DeLucio moved to approve staff’s recommendation with edits to the conditions of approval to make explicit that the current approval allows only beer and wine (and that any future addition of spirits must return to the commission or be otherwise reviewed), and to add the word “locked” to the requirement on trash/recycling receptacles. Commissioner Wardlow seconded the motion. The motion passed on a roll‑call vote with all commissioners voting in favor.

Staff will revise the resolution language to reflect the amended conditions and proceed with the ministerial steps to finalize the permit.
