District staff presented an annual early-childhood update highlighting partnerships and concrete steps to expand preschool access and strengthen kindergarten readiness.
The presentation described a United Way Northern Utah Early Childhood Network that coordinates recruitment, shared curricula (Second Step) and partner-run preschool sites on district campuses and in community facilities. The presenter said the district has preschool seats located at elementary campuses and nine additional partner sites and that annual outreach targets focus on keeping seats filled.
The district promoted Waterford Upstart, a free, governor-supported literacy program for 4-year-olds, and said they assigned an Upstart liaison to every elementary and the district preschool campus. The presenter said the district’s annual target for Upstart enrollment was 158 students; at the time of the briefing they reported 191 enrolled and about 180 actively using the program.
Panelists described wraparound support services and professional development: LCAP Head Start staff outlined coaching, curriculum support, disability and mental-health specialists, and family services to support classrooms and home programs. The district also noted food and clothing supports are distributed through a MarketStar resource center and community partners such as United Way, Catholic Community Services and the Kind Fund.
Board members asked about disaggregated, local Upstart data and supports for English-language learners. Staff said recent data access improvements now allow Ogden-specific results and that the district provides dual-language or bilingual classroom supports, individualized instruction, and community referrals for families needing more help. Staff also said online preregistration for preschool and kindergarten opened that day and that the early-childhood network will host roundups and open houses to recruit families.
No formal vote was taken; staff asked the board to support continued outreach and funding exploration for preschool expansion.
