Parks board hears schedule for River Parks master plan and update on Rotary San Angelo MOU

Parks staff told the advisory board that consultants working on the Concho River/River Parks master plan will be in town next Monday and Tuesday for site visits and public outreach, and that a public meeting is scheduled for Tuesday from 5:30 to 8 p.m. at the City Council Chambers.

"They're gonna be here all day Monday and all day Tuesday," a parks staff member said, adding that consultants will present, conduct a site tour with a rented trolley and hold breakout sessions during the public meeting to gather initial input. Staff named SKG as the firm conducting survey work and said Blackland Conservancy is a partner on ecology and waterlands for the project.

Separately, staff updated the board on an agreement with Rotary San Angelo: city council passed the memorandum of understanding for Rotary to adopt Mountain View Park on the consent agenda earlier this week, though the MOU has not yet been signed and Rotary has already started work on a grant application tied to the project.

Why it matters: The master plan is the main vehicle staff is using to examine long‑term improvements along the river park system; the upcoming town‑hall style public meeting is the first of three opportunities for community input.

Other updates: Parks and recreation staff reported recent maintenance and programming activity: completion of a turnkey shade structure and near‑complete storage building at the Texas Bank Sports Complex, a finished Civic League entryway sign, a successful recreation 'Date Night' event with increased revenue, over 90 youth basketball teams finishing their regular season, and plans to open splash pads and ready the pool in mid‑May pending weather and construction work.

Next steps: Staff encouraged board members to attend the Tuesday public meeting to provide input directly to the consultants and said they will circulate any available meeting agendas or formats in advance.
