The Board approved the final map for East Ridge Village Unit 8A and authorized the chair to sign the subdivision improvements agreement after supervisors raised neighborhood concerns about construction oversight.
Supervisor Turnbull said constituents had reported a prior incident where a rock from blasting struck a community center, raising questions about dust control, burning of cut material and weekend work. "I got a report... that they're working on Sunday," Turnbull said, expressing frustration at residents who reported no timely response when they called the county.
Rob Peters of the Planning Department said on‑site inspection responsibilities for roads and improvements rest with the Department of Transportation (DOT) while the Air Quality Management District governs dust mitigation and that planning staff holds standing meetings with the applicant to address neighbor complaints. Peters said his understanding was the rock incident cited came from the Folsom Ranch side and not this project, and that a DOT condition restricts work on Sundays; staff said the instance that did occur was addressed and is not routine.
After questions and a brief staff response, the board moved and seconded approval of the final map; the motion carried 5–0.
The board directed staff to continue monitoring complaints and to coordinate response procedures when residents report construction‑related issues.
