District announces $92,000 state reimbursement; bylaws updates and website accessibility work planned

Staff announced that the district is processing a reimbursement of about $92,000 from a closing Indiana public risk‑management program. Staff said the payment is being processed after confirming the district’s identity with the Indiana Department of Insurance and that required paperwork has been submitted.

Tom Glassman told the committee he will present revised bylaws at the next executive-committee meeting; the bylaws have not been updated since the district changed its name and to reflect rules allowing electronic participation. The committee asked members to set aside reading time because the revision will be included in next month’s packet.

Staff and the web developer also described ongoing work to meet new website‑accessibility requirements. Kayla and the developer ran accessibility scans, converted some pages to accessible formats and recommended converting meeting‑packet documents originally drafted in Word into accessible blog posts on the district website to meet compliance. The committee noted a potential April 26 compliance date for “special district governments” listed on an ADA fact sheet; staff said they would consult counsel to confirm whether the district fits that definition and document the work being done.

Committee members requested an accessibility statement and clearer contact instructions on the website for users who cannot access linked documents. Staff reported most pages score in the upper eighties to mid‑nineties on a scan tool and pledged to continue remediation of scanned PDFs and other documents.

No formal action was taken; staff will provide the board with the reimbursement update, the proposed bylaw changes and an accessibility progress update at the next board meeting.
