Vienna council approves appointments, proclamation and consent agenda; continues closed sessions

The Vienna Town Council on March 3 approved several personnel appointments and other routine measures, and moved to continue and certify two closed sessions.

Appointments and votes: Council Member Ramakas moved to reappoint Kate French to the Transportation Safety Commission for a two-year term (retroactive to Feb. 28, 2026, through Feb. 28, 2028), reappoint Jen Morrow to the Town Business Liaison Committee for a two-year term (retroactive to Jan. 25, 2026–Jan. 25, 2028), appoint Greg Bernhardt to the Town Business Liaison Committee (term beginning March 3, 2026–March 3, 2028), and appoint Charles Raymond to the Bicycle Advisory Committee to complete an unexpired term (beginning March 3, 2026–Feb. 7, 2027). The motions were seconded and approved by roll call.

Proclamation: Mayor Linda J. Colbert read a proclamation declaring March 2026 American Red Cross Month in Vienna, citing local Red Cross disaster relief and lifesaving services; the council approved the proclamation by voice vote.

Consent agenda and MOUs: The council approved the consent agenda (items a–f), described by the mayor as memoranda of understanding with local groups; the clerk recorded roll-call approvals.

Closed sessions and certifications: Council Member Ramakas moved to certify that closed sessions were held on March 2, 2026, under Virginia Code section 2.2-3711(a)(1) for personnel and under subsections cited for investment of public funds and consultation with counsel (a)(6), (a)(7); the town attorney asked that subsection (a)(8) be added to ensure coverage for a counsel consultation on disclosure. The council approved certification and voted to continue a closed session to March 23, 2026, at 6:30 p.m. for personnel matters related to appointments and reappointments.
