At its March 4 meeting the Weld County Board of County Commissioners approved multiple procurement and funding items across public works, facilities, public safety and planning.
Purchasing reported that six proposals were received for the County Road 34/County Road 17 roundabout and bridge replacement design. Three met submission requirements and Atkins Rialis received the highest score; the board approved contract B2500142 to Atkins Rialis for $3,602,216 on a motion by Commissioner Buck, seconded by Commissioner Ross.
The Facilities Department recommended award of the abatement and demolition solicitation for West Block North to Ancon 2 Constructors Inc as best value for $814,114.17; the board approved contract B260011 unanimously.
The Regional Crime Lab accepted a $9,500 grant from the Internet Crimes Against Children (ICAC) task force to support digital evidence processing. The board approved contract ID 10417; staff said there is no cost to the county to accept the award.
Human Services presented a non‑financial memorandum of understanding with Volunteers of America Colorado to colocate staff in the county workforce center on Fridays to improve veteran services; the board approved the MOU. The Justice Services Department presented a Memorandum of Understanding for a competency docket pilot project formalizing collaboration among participating agencies; the board approved the resolution.
Budget staff presented two intergovernmental agreements to use Federal Mineral Lease District funds: one to support haul routes and another to offset public health water testing. Staff noted 76 individual water tests were requested in 2025 and requested $80,005.75 to offset the health department's testing budget; the board approved both IGAs.
Public Works requested temporary closure of County Road 29 between State Highway 392 and County Road 74 from March 9 through May 4 to replace drainage and irrigation culverts and perform utility relocations; staff said detours and variable message signage will maintain local access. The board approved the closure.
Planning presented decommissioning and reclamation plans and surety bonds for two Pivot Solar special review permits (USR24‑0010 and USR24‑0018). Staff reported a surety from United Casualty and Surety Insurance Company of $112,500 for USR24‑0010 and a separate surety of $180,000 for USR24‑0018; staff recommended acceptance and the board approved.
What this means: Multiple projects can proceed to next steps — procurement/contracting, scheduling of demolition, acceptance of grant funds for lab equipment, and continued planning review for the solar projects. Several items were approved unanimously; no budget matches for the ICAC grant were required.
