The West Sacramento Planning Commission on March 6 approved the Crest vesting tentative subdivision map (Map No. 5248), a proposal to create 59 lots on a 12.3-acre vacant parcel in the Rivers 2 area.
Planning staff recommended the commission find the project consistent with the Rivers final Environmental Impact Report and the addendum, concluding no supplemental EIR or new mitigation measures were required, and urged adoption of Resolution 26-2 PC to approve the map and conditions of approval. Staff described the site as previously part of a 2006 development and said the tentative map would enlarge an existing detention basin to accommodate increased runoff, provide pedestrian connections, perimeter fencing consistent with other Rivers projects, and 13 on-site guest parking spaces in addition to garages.
Applicant representative Craig Christina, speaking for West Hack Rivers, called the proposal the final neighborhood in the Rivers master plan and said the project would provide smaller, more attainable homes compared with earlier phases. "They're gonna be priced in probably the mid to high 500[s]," Christina said, and described floor plans ranging roughly from 1,450 to 2,000 square feet.
Commissioners had no public speakers on the item. After staff and applicant presentations the commission closed the public hearing, a commissioner moved to adopt staff recommendations and a second was recorded. The commission took a roll-call vote and recorded unanimous approval; the motion carried and the commission adopted Resolution 26-2 PC.
Staff said the current hearing covered the tentative map only; future reviews will address home designs and building permits. The approval completes one of the last undeveloped parcels in Rivers phase 2 and is intended to add infill housing consistent with previously approved density and PD-29 standards.
