District staff presented an annual early-childhood update focused on expanding access to preschool and supporting kindergarten readiness through partnerships and targeted programs.
The United Way of Northern Utah Early Childhood Network and district partners (including LCAP Head Start and the YMCA) were credited with joint recruitment and shared curriculum approaches. The presenter said most district preschool seats and partner program slots are full and that joint outreach events and roundups aim to ensure no available preschool seat remains empty.
District staff described curriculum alignment across preschool providers and the use of Second Step for social-emotional learning. Staff also outlined community-based supports — family-style meals, learning kits, and MarketStar Resource Center distributions — intended to address protective factors tied to school readiness.
The district highlighted Waterford Upstart, a free state-supported at-home literacy program for 4-year-olds, assigning a liaison in every elementary school to promote the program. The presenter said the district exceeded its annual target for Waterford enrollment, reporting 191 enrolled and roughly 180 actively using the program this year, and noted positive correlations between Upstart participation and kindergarten readiness.
Board members asked about disaggregated, Ogden-specific data and support for dual-language learners. Staff said they now can view district-level Upstart usage and are working to direct outreach to ZIP codes and communities with lower uptake. For dual-language learners, the district cited bilingual teachers and classroom supports as part of an individualized approach to early learning.
Staff described next steps: continued shared training with partners, seeking sustainable funding for preschool seats (noting general education dollars do not fund preschool), and promoting online preregistration for preschool and kindergarten. The district will continue outreach at parent-teacher conferences and registration events.
