The Needham Community Preservation Committee spent considerable time on the Elliott recreation project on March 4, pressing Park & Rec and project proponents for more detailed scope and cost documentation before the CPC recommends funding.
"I take $1,400,000 — that's an expensive playground," a committee member said while reviewing the latest estimate. Members described a string of preliminary estimates and inconsistent breakout lines that made it difficult to validate whether the package is ready to go to bid.
Committee members asked for a clear work breakdown, itemized line estimates and the engineering deliverables that would allow contractors to bid with confidence. One member noted Park & Rec had received $70,000 last year for engineering and urged the department to use that work to produce a bid-ready package. The committee also requested a written statement from the landowner (the School Committee) confirming there are no pending expansion plans that would affect the investment.
Given the tight municipal schedule, several members recommended that, if applicants cannot supply the necessary materials in time, they should be encouraged to reconvene for the fall town meeting rather than push an underdetailed request that risks being voted down. The CPC agreed to set a follow-up meeting with the applicants (Ed and Stacy) and their engineer before the public hearing so the committee can review additional documentation requested by members.
The Disc Golf study (a separate, smaller item) drew questions about site coverage (Bridal Hill and other parcels) and a likely contingent of supporters expected to attend the public hearing. Committee members asked staff to request a written confirmation from Park & Rec on the study scope.
Next steps: applicants will be asked to supply engineering documents, itemized cost breakdowns and a letter from the school authority where applicable; the CPC will meet with Park & Rec and applicants prior to the scheduled public hearing and consider an out-of-cycle fall resubmission if the package is not bid-ready.
