Ricardo Vasquez of CEC / San Lorenzo Consultants presented phase 1 of the McCutcheon High School Sports Complex, describing tennis courts, additional parking and a concession building as part of a near-30-acre master plan. He said the overall master plan includes a dry detention pond intended to serve both phases, but the board considered only the phase-1 elements.
The county reviewer noted the detention-basin outlet is located in a drainage easement and not in the INDOT right of way. The reviewer asked whether downstream landowners had been notified; Vasquez said notices of intent had been posted and the team was still working on completing notifications. The reviewer said the ordinance requires that downstream landowners be notified and recommended conditional approval with that notification provided to the surveyor’s office.
Board members confirmed the design meets release-rate and water-quality standards. Committee member (Speaker 1) moved for approval as outlined in the Burke memo dated Feb. 26, subject to notifying downstream property owners; the motion was seconded and passed by voice vote. The conditional approval requires the project team to complete landowner notifications and submit evidence to the county surveyor’s office before the approval is considered final. The project team will follow up with the county once the notices are documented.
