Committee passes voter-service bill and amends moratorium measure limiting post-permit moratoria

The committee approved two bills in its final agenda items.

House Bill 1227, presented as a voter-service measure, would allow county offices to notify a voter's prior state when a person moves and to opt a county into sharing that information with the Secretary of State; the committee had no questions and approved the bill.

House Bill 1442 concerns moratoriums imposed by local governments after permits are issued. The sponsor described a case where a developer faced a moratorium after starting permitted grading and claimed a $77 million loss. Committee members discussed the bill's scope'whether it applies to residential, commercial or industrial permits'and home-rule implications. Staff and the sponsor proposed amendment language to remove a clause that would bind local officers and to replace some text with a reference to "County Governing Authority." Representative Fleming moved amendments to strike administrative references to ACCG and to allow counties to procure coverage via private market in an earlier bill; for HB 1442 the committee adopted the proposed amendment language and ultimately passed the bill as amended. The committee adjourned after passage.
