Pan said recent changes to the permit system have left some massage therapists who worked legally for many years unable to renew permits, and that hardworking people who follow the law "just want to continue their work legally and support their family." She asked the city either to keep the existing permit system in place or provide transition periods so licensed businesses and therapists can update paperwork and remain in compliance.
Pan also said licensed businesses are willing to help pay higher primary fees if that improves enforcement and public safety. The presiding official acknowledged receipt of paperwork and the city's recording of the comment.
