Sherrill Harris, representing Norwalk’s library system, reviewed FY27 priorities during the March 5 Board of Estimate and Taxation budget session, saying the library has 19 full-time positions and 43 part-time roles with some open vacancies. Harris said part-time staff have not received raises in more than a decade, noted recent custodial minimum-wage adjustments and asked the board to consider ongoing staffing and turnover impacts.
On collections, Harris said the library requested an increase for books and e-content to meet heavy demand for downloadable items; the board approved $64,625 for that line. Harris explained that e-content licensing often costs more than a physical copy and that waiting lists for popular titles have reached double digits. She also announced the library will reintroduce passport services starting April 6 and cited historical passport revenue (roughly $31,000–$34,000 in earlier pre-pandemic years) as a potential offset to operating costs.
Board members asked for three follow-ups: a headcount turnover report for the last three years, statistics on how many digital items were purchased in the prior year, and projected revenue estimates related to resumed passport services and programming. The library agreed to provide the requested details to the board before deliberations.
