At its Nov. 16 meeting the Mount Clemens City Commission approved several consent and contract items in addition to the moratorium and bond authorization:
• Macomb County economic development services: The commission approved a three-month pilot contract to develop a portfolio of strategic downtown properties at $700 per month, split evenly between the city and the Downtown Development Authority (DDA). Several commissioners said they would expect a broader citywide scope if the pilot is extended beyond downtown.
• SMART CARES Act funding agreement: The commission approved a funding agreement with the Suburban Mobility Authority for Regional Transportation (SMART) to accept CARES Act funds and authorized city officials to sign the contract.
• YMCA memorandum of understanding for Wilson Gym programming: The commission approved an MOU allowing YMCA programming at Wilson Gym; commissioners asked whether recent health orders restricting indoor gatherings and sanitization procedures were covered. City staff said the agreement allows the city manager to notify the YMCA to suspend activity in accordance with health orders and that the YMCA is expected to handle routine cleaning and locking responsibilities.
• Purchases and payment of invoices: The commission approved the presented purchases and invoices on the consent agenda.
• Manager’s report highlights: City Manager Johnson reported three staff affected by COVID-19 (two positive, one quarantined), noted an extra $170,000 in CARES funds from the county to cover contracted sheriff compensation, and previewed a planned telephone-system upgrade and a parks-and-recreation resident survey.
