A resident raised a proposal at the March 4 meeting asking council to consider reducing a property owner’s sewer bill or otherwise offering a credit in exchange for granting an easement that would allow Rotary and volunteers to repair or replace the borough clock tower.
The commenter described conversations with the property owner and suggested the borough could apply a periodic credit against the owner’s sewer charges as part of a negotiated settlement to secure the easement. "He wants something done with the sewer bill," the resident said, urging the council to consider an off‑the‑box solution such as a credit that would let the Rotary Club proceed with repairs.
Solicitor Gruulak (S8) reported that he had discussed the matter with the owner but that the owner would not confirm a firm reduction amount; the solicitor asked council to develop an offer if it wished to pursue an easement. "I asked if there was a number that he wants the sewer bill reduced by... and he would not confirm one way or another," the solicitor said.
Councilors noted the possibility of litigation tied to the clock‑tower property and agreed it would be appropriate to move into an executive session after adjournment to discuss settlement strategy and the legal ramifications of any offer. No final agreement was reached during the public meeting.
