The Rio Rancho Planning and Zoning Board approved two conditional use permits May 14.
For item 4, planner Sean LaBarbera told the board applicant Cindy Rasmussen sought approval to operate a hobby breeder for dachshunds at 2011 Pinebow Road SE (Unit Rolling Hills, Block 21, Lot 14). Rasmussen said the dogs live inside her home, that she had performed health, genetic and DNA testing and that the animals are family pets rather than a kennel. She told the board the application arose from a family dispute and invited questions. After a brief exchange and no public opposition, the board voted to approve the permit with staff-recommended findings and conditions.
On item 5, planner Tim Dvorak presented a conditional use permit for an off-premise digital advertising sign proposed by AMREP Southwest at 1516 Unser Blvd NE. Dvorak described the overlay zoning that allows off-premises signage, the proposed sign's two faces (11-by-22 feet each) and a 24-foot maximum height. Staff said the nearest residential zone is approximately 270 feet away and added that one written public comment was included in the packet. The applicant's agent from Zeon Signs was present; after questions from the commission, the board approved the permit with findings and conditions.
