Committee sends energy‑efficiency reporting bill to the floor after stakeholder support

Representative Schallenberger presented House Bill 594 to require large utilities to submit annual reports to the Office of Energy Development summarizing energy‑efficiency rebate programs (measures installed, rebates paid and estimated energy savings) across residential, commercial, industrial and irrigation customer classes.

Tom Carter of Rocky Mountain Power told the committee the utility already provides similar reports to the Public Service Commission and is willing to provide enhanced reporting to align with state energy planning. Josh Croft of Utah Clean Energy urged support, saying efficiency and demand‑side management are important tools for meeting the state's energy needs affordably.

The committee moved to favorably recommend the bill to the Senate floor; members praised broad stakeholder outreach and minimal controversy. The bill next goes to the full Senate for consideration.
