Parowan City Council received its annual Open and Public Meetings Act training on Feb. 26 and heard routine council and staff updates on local projects.
Scott Burns reviewed open‑meeting fundamentals—quorum rules, notice requirements, minutes and permitted subjects for closed sessions—emphasizing transparency and caution about member communications outside public meetings. Burns warned that informal communications or group texts that prefigure a decision can violate the statute and advised, “When in doubt, hold a public meeting.”
Council members then provided updates: one reported progress on the Rock Church restoration (painting, window sealing and planned seismic/front‑façade work), another outlined grant work on a Healthy Food Access mini‑grant for the community garden (application due March 13), and staff thanked public works for cleanup work at Meeks Pond. City staff also briefed the council on a busy legislative session with many bills that could affect municipal operations and possible unfunded mandates; staff said they are coordinating with legislators and will provide updates.
The meeting concluded after brief administrative announcements and a voice vote to adjourn.
