House passes Procurement Protection Act restricting state purchase of some foreign-made final tech products

The Tennessee House passed House Bill 5-48 on third reading, advancing legislation that restricts state procurement of certain final technology products from countries listed by the U.S. Department of Commerce as foreign adversaries.

Deputy Speaker Zachary, the bill sponsor on the floor, summarized the measure: “This legislation before us prohibits the state from procuring any final technology products, not components or parts, but the final technology product from a foreign adversarial country as defined by the U.S. Department of Commerce. Those countries include China, Cuba, Iran, North Korea, and Russia.” He told members the bill lists covered products in detail.

Committee amendment number 1 was adopted without objection; a second amendment correcting the effective date was adopted (Ayes 92, Nays 1, 1 present not voting). On final passage the Clerk recorded 79 yeas and 16 nays on HB 5-48 as amended.

Supporters framed the bill as a supply-chain and security measure; opponents registered dissent in the recorded vote but did not deliver extended debate on the floor. The bill will proceed to enrollments and any remaining pre-enactment steps required by House rules.
