The DeKalb County Operations Committee voted to approve a change order to implement Oracle Permitting and Licensing (OPAL) for the Department of Planning and Sustainability, extending contract funds and terms through Dec. 31, 2028 at a not‑to‑exceed $6,799,710.
An IT presenter told commissioners the project will replace the county’s legacy IPS system and integrate permitting, licensing, code enforcement and inspections into the Oracle Cloud ecosystem. "This change order supports the long awaited, modernization of planning and sustainability's legacy IPS by implementing Oracle permitting and licensing, OPAL," the presenter said, noting the product includes embedded analytics and AI-driven capabilities and integrates with GIS and single sign‑on.
Commissioners asked how many prior systems the county had used and whether user departments had been involved in requirements and demos. The presenter said this will be the second major system in 30 years and confirmed that user departments participated in requirement gathering and demos. The presenter also said the upgrade is intended to increase productivity and usability for permitting and code‑enforcement staff.
The committee approved the change order after a second and an affirmative vote; audit staff confirmed the change order had cleared audit review earlier the same day. The county will proceed while also integrating the new platform with existing financial and human‑capital systems.
The committee took no additional policy action beyond approving the funding and extension; procurement and implementation details will be handled by staff and the Department of Innovation and Technology.
