Gill described language changes that remove specific LDC citations (so the bylaws stay accurate if code sections renumber), clarify when alternates may act and be subject to attendance rules, and provide optional rescheduling guidance for meetings that fall on election days or holidays. The presentation emphasized that many edits are non-substantive and intended to reduce confusion and future revision needs.
Commissioners asked whether a chair must be a seated regular member (Gill confirmed the chair must be a regular member, not an alternate) and how unexcused absences will be handled for a chair or other commissioners. Gill said the process would be handled by motion and vote and that the language aims to avoid repeated bylaw updates as council policies change.
Staff said a clean, non-redlined version will be presented at the next meeting and that a formal vote on the bylaws will occur then. Commissioners offered minor procedural suggestions and requested printed copies of Bob’s Rules and a short cheat sheet for their binders.
