DeKalb County commissioners on the IRPS committee voted to advance two public-safety facility items: a $500,000 SPLOST 1 allocation for a feasibility and site-selection study for a joint public safety training center, and a separate approval to use SPLOST 1 and SPLOST 2 funds not to exceed $3,019,530 for repairs and upgrades at the East Precinct and the police training facility.
County staff described the $500,000 item (agenda item 2026-0459) as a first-phase study intended to produce multiple options (renovate existing space, build new or hybrid solutions), review current training centers and recommend schematic conceptual plans. "This would be basically a feasibility study, site location," a county director said, estimating a typical study time frame of six to nine months.
On the repair item (agenda item 2026-0460), facilities staff said multiple on-call contractors will carry out asbestos removal, wiring upgrades, restroom renovations and interior work. Commissioners clarified the repair money is in addition to a previously approved $2,000,000 for a roof and HVAC at Bruce Street, and staff confirmed the $3,000,000 is new funding on top of earlier investments.
Both items were approved by voice vote. Staff said they will solicit A&E firms from on-call lists for the feasibility study scope and return interim reports while the consultant produces options. Commissioners asked for checkpoints during the consultant process and expressed interest in proposing candidate county-owned sites (Camp Circle, George Luther, Warren Road) and participating in district-level input.
