A legislative committee voted unanimously to withdraw and resubmit Regulation Document 5370, a Clemson University-related rule labeled in the meeting as the "Honeybees" regulation, after members said the draft needed wording changes.
A committee member who summarized the revision said the updated draft removes language that had appeared to authorize inspectors to enter private property and instead leaves entry authority to existing statutes and other applicable laws. The revised draft also adds a 24-hour prior-notice requirement for inspections, the presenter said.
"The revised language removes that reference entirely," the presenting committee member said, describing the change, and added, "The motion would be to withdraw and resubmit the regulation, with the described changes." The vice chairman moved and the motion was seconded; the committee then conducted a roll call and recorded a 7-to-0 tally in favor of withdrawal and resubmission.
Committee minutes recorded the outcome as "Document is approved for withdrawal and resubmit." No names were entered as mover or seconder in the transcript, and the roll call was conducted aloud; the committee did not take further action on the regulation at the meeting.
The committee indicated staff will return a revised version to the panel for further review after the changes are incorporated.
