The Metropolitan Council on March 19 approved a resolution directing the planning, codes, historic preservation, Metro Water Services and NDOT to study recommended changes to the Metropolitan Code that would allow greater housing density and recommend how affordable and workforce housing strategies could be supported by existing infrastructure. The measure, RS2024-288, passed after a friendly amendment that accelerates the reporting timeline.
Councilmember Olivia Gamble, the lead sponsor, said the analysis will inform possible zoning reforms and help the city plan for growth while supporting affordability. Councilmember Katherine Benedict explained the change that won broad support: “This amendment accelerates the time that the departments have to get the report to us… This amendment goes to, speeds that up to March 31,” and includes a 90‑day automatic extension if the planning department requests it in writing.
Committee reports showed strong cross‑committee backing: planning and zoning, government operations, and transportation and infrastructure all recommended approval before the full council vote. Planning Director Milligan told members the study will rely on Nashville Next and existing studies to avoid duplicating work and to provide technical guidance for the council’s next steps.
Supporters said the study is intended to provide data and options rather than impose immediate code changes. After approving the amendment, the council voted to pass the resolution as amended. Departments now have the accelerated timeline to deliver technical recommendations; the amendment allows a limited extension if needed.
