The Gardner City Finance Committee on Feb. 24 reviewed the FY2027 Capital Improvement Plan, a document submitted by the Capital Improvement Planning Committee and presented to the committee by the mayor (S3).
"The plan is broken up into different sections," the mayor said, noting the packet includes background on committee membership and a priority list of projects. He emphasized that "this entire plan is something that is a recommendation. It is a plan, not a directive," and explained that certain grants and loan programs require projects to be listed in the capital plan to be eligible for funding.
Committee members pressed on how additions or amendments are handled. The chair (S1) asked whether projects such as improved pedestrian crossings at West Broadway and Tempehte could be added; the mayor said they could, and that the city engineer chairs the Capital Improvement Planning Committee and would be the appropriate contact to request an amendment or future inclusion.
The mayor warned that funding constraints mean not every item in the plan will receive budgeted funds in the final operating budget, explaining that departments submit requests that are later cross‑checked against revenue projections. He also noted municipalities sometimes maintain separate operating and capital budgets but said Gardner has relied on free cash for capital funds in recent years.
The Finance Committee did not take a final vote on the plan at this meeting; members were encouraged to propose additions to the committee and the packet contains a more detailed departmental spreadsheet that committee members can use to raise specific amendments before the council’s final consideration.
The plan will remain before the city’s committees and will return to the full City Council for eventual action; additions can be made through the Capital Improvement Planning Committee and must be approved by the council as amendments.
