Flower Mound — The Town Council approved a construction award for intersection improvements at 2499 and 3040 after a staff presentation and short line of council questions about funding.
Dale Crown, assistant director of engineering, described intersection changes that will add turn lanes, widen through lanes, replace signals and upgrade ADA ramps. He said bids opened in December and staff recommended the lowest qualified bidder (2L Construction) rather than the absolute lowest bid, which lacked demonstrated experience on similar projects. Crown said staff expects to issue a notice to proceed in spring and estimated about 13 months to substantial completion and 14 months to final completion, noting lane‑closure windows will be restricted to 9 a.m. to 3 p.m. to limit impacts.
Council asked whether county sales tax or Trip 22 bond proceeds were being used; staff answered that Denton County provided significant funding (earlier in the meeting the town manager noted Denton County contributed $12,000,000 to a West Side project) and some work to date had been funded by impact fees.
After questions, council moved and unanimously approved item K1 to award the construction contract.
