Representative Ward, sponsor in the Social Services Appropriations Committee, told the House Rules Standing Committee on March 2 that House Bill 599 is a vehicle for statute changes the Executive Appropriations Committee identified as budget savings. "This bill is what brings you those statute changes that EAC... took as budget cuts," Ward said.
The bill’s largest technical change would allow interest earned in the Medicaid ACA fund to be moved into the state general fund. Ward said the measure also consolidates a small set of pediatric benefits by converting some children covered by CHIP into Medicaid coverage to reduce administrative complexity and capture savings. The bill would move pediatric dental services to the University of Utah — a change the sponsor said has produced savings in other dental programs — and would change how money is spent from the nicotine‑restricted account.
Committee members asked no clarifying questions after the presentation, and there was no public testimony. Representative Peterson moved to adopt the first substitute; the motion carried unanimously. Peterson then moved that the committee favorably recommend the first substitute; that motion also passed unanimously.
The committee recorded the changes as budget‑savings items in the fiscal note but did not provide dollar totals in the meeting. The measure now advances through the legislative process with the committee’s favorable recommendation.
