At its May 15 meeting, the Mansfield Parks Facilities Development Corporation approved two procurement resolutions: one to resurface playground safety surfacing at Clayton Chandler Park and another to award an annual tree and shrub maintenance contract.
For Chandler Park (Resolution 25639), staff recommended awarding a construction contract to Lee Park and Play in an amount stated in the agenda as "not to exceed $92,865.85" to replace the top 3/8-inch of rubber playground surfacing. Staff explained the current surface dates to about 2017 and that the project will resurface the existing rubber top rather than replace the underlying concrete. Board members asked about timing given increased use while Rose Park is closed and about temperature sensitivity for on-site port-in-place surfacing; staff said the work will be scheduled strategically—likely in June if temperatures permit—and that extreme heat could prevent a successful pour.
A board member moved to approve the resolution awarding the contract; the motion carried (vote announced as 7–0). The meeting transcript also contains a nearby reference to $92,864.85 in the motion language; that numeric discrepancy between agenda wording and the motion text was recorded in the public comments and should be clarified in procurement records.
On Resolution 25640, the board approved an annual maintenance contract to Looks Great Services of MS Inc. in an amount not to exceed $80,000 for tree and shrub maintenance. Staff said the consolidated contract will allow the city to call the contractor for larger tree work without pausing for separate bidding, reducing response time for storm-related or citizen complaints; the budget allocation splits approximately $30,000 to general fund uses (medians, rights-of-way, municipal buildings) and $50,000 for parks and athletic fields overseen by this board. The board voted to approve that contract as presented (vote announced 7–0).
Both resolutions were presented as typical procurement items with scheduling and operational questions discussed but no conditions or amendments added at the meeting. The Chandler Park contract was to be considered by city council the following Monday as part of the normal approval flow, according to staff.
