The Farmers Branch City Council on May 21 adopted several actions affecting development timelines, utilities and municipal property.
Council approved Ordinance No. 3,859, which updates the city's detailed site-plan expiration rules and adds a mechanism for a council-authorized 12-month extension after the initial expiration. Marcos Narvaez, deputy director of planning, told the council staff recommended requiring a building permit within two years of approval or, when a permit is not needed, obtaining a certificate of occupancy within six months. Councilmember Omar Roman moved to approve the ordinance with language allowing the council to grant an additional 12-month extension; the motion passed unanimously.
The council also approved Resolution No. 2024-472, authorizing the city manager to award a contract to J & L Construction Inc. for the Water Main Replacement 2024 Group B project in the amount of $3,078,150. Ryan Sauter, director of public works, said the project replaces about 7,600 linear feet of aging cast-iron and clay mains with PVC and includes a small sewer component. Sauter told the council the project received a single responsive bid; the work will begin roughly 30–45 days after contract execution and is expected to continue past the first year. Funding for the project will come from the city's capital improvement program, not the bond proceeds recently approved, Sauter said.
On governance, the council elected Omar Roman as mayor pro tem and Richard Jackson as deputy mayor pro tem for the June 2024–May 2025 term after an initial motion to retain the prior officers failed. The council held the nominations and approved the motion by majority vote.
Following executive session, the council authorized the city manager to negotiate and sign documents for resale of Lot 17, Block 3, Green Meadow Estates (13330 Veronica Lane) to Patrick Garza or assigns for no less than $245,000. The resale will be subject to a restriction requiring construction of an approximately 3,000-square-foot single-family residence and an assessed property value upon completion of at least $750,000. Councilmember Baird made the motion and the council approved it unanimously.
The meeting record shows all formal motions and votes were recorded as unanimous where indicated; no votes failed during the regular session.
