The Board of Public Works and Safety awarded two public-works contracts at its March 2 meeting.
City Engineer Matt McElroy presented quotes opened Feb. 20 for the 2026 Cemetery Roadway Improvements project. Four firms bid; All Star Paving Inc. submitted the low quote of $57,687.40 and was recommended as the lowest, most responsive, and responsible quoter. McElroy noted the engineer’s estimate was $75,290 and said All Star has previously performed work for the city. The board voted to accept the quotes and award the construction contract to All Star.
McElroy also reported four bids for the city’s 2026 crack-seal maintenance program (PASER-rated streets). HSC Pavement Maintenance Inc. was the low responsive bidder at $192,494.35; McElroy’s engineer estimate was $222,833.76. The board approved awarding the crack-seal contract to HSC and authorized execution of the contract documents.
Both awards were approved by voice vote during the meeting. McElroy read the exact bid amounts into the record and noted prior performance by recent contractors; board members expressed general satisfaction with prior work on similar projects.
Next steps: staff will execute construction contracts with All Star Paving and HSC Pavement Maintenance and schedule work under the city’s 2026 maintenance program.
