Tompkins County legislators used a mix of roll‑call votes and voice votes on Feb. 18 to advance a set of resolutions covering economic development, housing, and environmental policy.
Resolution n (doc ID 13085) urged the New York State Legislature to draft home‑rule legislation expanding the Tompkins County Industrial Development Agency from seven to nine members to increase representation for school districts and rural communities. Supporters said the change would allow more varied local perspectives on IDA decisions; the resolution passed unanimously.
Housing & Economic Development reported that the county selected a shovel‑ready project known in committee as the Woods (part of the South Works effort) as its candidate for New York State’s County Infrastructure Grant program (Res. I, doc ID 13080). The project would support 93 units total (69 affordable). The selection was approved unanimously and will be submitted to the state for grant consideration.
Planning, Energy & Environmental Quality Committee moved Res. o (ID 13091) urging enactment of New York State producer‑responsibility packaging and recycling legislation intended to shift costs and incentives toward producers and encourage recyclable design. County recycling staff said consultant analysis suggested no clear evidence the measure would raise consumer prices and argued the law would incentivize more recyclable packaging. The resolution passed 10–3 after members debated enforceability and processing capacity.
The meeting also approved a multi‑item consent agenda — appointments and routine administrative resolutions — by unanimous vote. A handful of resolutions were pulled for discussion from consent and handled separately (including the Institutionalizing Equity report covered in a separate article).
Votes and key outcomes
- Res. h (ID 13082) Institutionalizing Equity report — adopted, roll‑call 10–3 (see separate article).
- Res. n (ID 13085) Urge home‑rule to expand TCIDA to nine members — passed unanimously (voice vote reported as unanimous).
- Res. I (ID 13080) Select applicant for County Infrastructure Grant (housing project) — passed unanimously.
- Res. o (ID 13091) Support NYS packaging‑reduction and recycling infrastructure act — passed 10–3.
Several other items on the consent agenda — appointments to advisory boards and routine budget adjustments (IDs listed in packet) — were approved without opposition. The chair announced two executive sessions to follow for personnel and proposed real‑property matters; no actions were expected immediately after executive session.
The votes advance local pleas to state lawmakers (home‑rule petition) and position the county to compete for state infrastructure funds while expressing support for statewide producer‑responsibility packaging reform. Further action on the housing grant depends on state selection and any resulting contractual or funding steps.
