The Town of Goshen board opened the environmental review process for a proposed expansion of Myron Yabansky Memorial Park at 118 Craigville Road, classifying the project as an unlisted action under the New York State Environmental Quality Review Act (SEQR).
Chair (speaker 1) said the state environmental assessment form had been submitted and reviewed by the board and that, "based on the information presently available, the board determines that no other involved agency with discretionary approval authority exists," meaning coordinator review was not required. The chair emphasized the action that evening was procedural: the board was initiating SEQR, not approving the project itself.
The project as described in the EAF would expand park facilities to include three new athletic fields, removal of one existing baseball field, about 116 new parking spaces, installation of a new access drive, expansion of the playground area and a splash pad, associated grading and some tree clearing. The board moved to assume lead agency and classify the action; the motion was seconded and carried.
The board directed the town consultant to prepare the necessary SEQR paperwork and scheduled a public hearing for March 26, 2026. Board members did not take a position on the merits of the park expansion during this procedural step; further approvals and any necessary findings would follow completion of the environmental review and public comment process.
